Winning isn't spending more on lists; it's mailing the most-motivated owners first. A motivation score stacks the signals that predict a sale, tax delinquency, absentee ownership, long tenure, a big portfolio, into a single number so your VA works the hottest leads first. The danger is two-fold: a black-box score you can't defend, and a score that quietly encodes a trait you're not allowed to target. The constraints-and-negatives pattern handles both. The score is built ONLY from the behavior and status signals you paste, each with a stated weight and the reason, so the whole thing is transparent and you can tune it; there is no hidden factor and no invented signal. And the hard negatives draw the legal line in ink: never use, or proxy for, a protected characteristic, race, color, religion, sex, national origin, familial status, disability, and never treat the score as a fact about the owner. It's a prioritization aid for your outreach order, nothing more, and the compliance of your targeting and contact is a question for counsel.
