Split into rules/

Past a few hundred lines, split the monolith: a .claude/rules/ folder with one file per concern (memo-voice.md, sourcing.md, comps.md). Claude pulls the relevant rules for the task at hand instead of hauling everything everywhere. Building a deal-summary generator? It loads the voice and sourcing rules; a comp-set task loads the comps rules.
